40. Professor Tomoki Kamo

Introduction of the discussion

The National People’s Congress is designated as the highest power organization in the Chinese constitution. It consists of about 3,000 representatives selected from provinces, cities, and troops nationwide, and the term of office is five years. Held once a year at the People’s Hall in Beijing to review the constitution, enact laws, and discuss budgets. The Prime Minister’s report on government activities showing the policy for one year attracts attention from both inside and outside the country.

On the other hand, the Chinese People’s Political Commerce and Conference is a national unified front organization consisting of representatives from the Chinese Communist Party, each Democratic Party, each organization, and various fields. The term of office is five years, and policy proposals are made during the session. Now, the role of government supervision has become name only, and there are cases where politicians who were forced to retire are assigned as honorary positions.

Both meetings are be held around March.

Then, what role do these two meetings play?

Argument

Through the representatives of the People’s National Convention and members of the China People’s Political Commerce and Trade Council, various information on the constituencies and organizations to which they belong will be passed on to the Chinese Communist Party and the People’s Government.  For the decision makers in the one-party system of the Communist Party, such as the Communist Party of China and leaders of the People’s Government, essential information for policy formulation and revision is provided through two civilian organizations.

And the activities of these two civilian institutions can be seen from the outside but seem to be “co-starring”. However, it is not clear whether these two “co-stars” are made independently or directed by the Chinese Communist Party.

Conclusion

Therefore, I would like to study the stability of the one-party system by the Chinese Communist Party and the relationship with the National People’s Congress and the Chinese People’s Political Partnership.

Examining the conclusion

By studying with Professor Tomoki Kamo, who has a lot of research achievements on contemporary Chinese politics and political diplomacy, I am sure that I could obtain various perspectives regarding my research and it would open up new horizons for me.

Therefore, I believe that Keio University’s Faculty of Policy Management is the most suitable place for pursuing my research and social contributions, and I am aspiring to enter your school and study in your laboratory.
