Introduction to the discussion

It has been a long time since labor reform was screamed, but I am still wondering about its effect on small and medium-sized enterprises.

Labor reform is the most important reform of Abenomics’ growth strategy. The second growth strategy, which was approved by the Cabinet on June 2014, is to reform work styles, guarantee money for dismissals, and amend the Temporary Labor Law. “Utilization of foreign personnel” is listed as an important reform item.

Finding the problem

However, many people have come to question the effects of Abenomics as a result of the debunked fraud in labor statistics.

Indeed, the Ministry of Internal Affairs and Communications announced that 22 out of 56 types of key statistics had errors in the process, and there is no credibility if there is a fraud in the data that should prove its effectiveness.

Argument

Certainly, the performance of large companies has increased due to the recent boom, and wages have risen for large companies, and working hours may have decreased due to regulations.

However, since only 0.3% of all Japanese companies are large companies despite the dominant effect on Japan’s economy, economic indicators such as GDP do not express economic status of Japan as a whole.

Accordingly, labor reform by Abenomics should be also viewed by Japan as a whole.

Looking at the contents of labor reforms, they are limited to superficial measures such as restrictions on overtime due to revisions to the Labor Standards Act.

In Japan, due to declining birthrate and aging population, it is evident that the labor force will be significantly insufficient for maintaining the present GDP level.

We need essential reforms such as encouraging more women into the workforce, raising the retirement age, and accepting more foreign workers.

Conclusion

Therefore, I would like to investigate as many companies as possible regardless of the company size, extract problems, and consider solutions from the policy aspect.

Examining the conclusion

By studying with Professor Mamiko Chiya, who has a career in the Ministry of Health, Labor and Welfare, Associate Professor Yumi Sugihara whose research subject is multicultural symbiosis, and Professor Masahiro Kotosaka whose research subject is organization, I believe that I could obtain “practical knowledge” through fieldwork and could conduct research that matches reality.

I am sure that I could obtain various perspectives regarding our research and it would open up new horizons for me.

Therefore, I believe that Keio University’s Faculty of Policy Management is the most suitable place for pursuing my research and social contributions, and I am aspiring to enter your school and study in your laboratory.
