Dear Professor Sakai,
I am writing this letter with an intention to explain my background of study and determination in applying for Department of Economics at Keio University, specializing in Economic Theories. I have read a number of your published work which I was very intrigued by. I would be more than grateful if you could kindly give this a consideration.
Abstract – The fair allocation of scarce resources is relevant to a wide field of applications which include cloud resources, such as CPU, RAM, disk space, and bandwidth or physical spaces. Wide application of the mechanism is efficiently achieved by designing it (1) to scale with the number of consumers and resources, (2) to allow for arbitrary preference functions of consumers, and (3) to not rely on monetary compensation.
Question – Social, political and economic decisions are made based on the preferences of individuals, then how do we make sure our governments make the right decisions using efficient and fair mechanism? What are the successful use cases and existing mechanism models?
Research – Study different models and its application in real use cases.
Findings – Some of the theories and applications are incentivized and market based, and some others are not. Real life examples include Nuclear Plant and Hazardous Waste Site. How does an energy company decide where to build new facilities? State laws, geography, and the disposition of the local community are the key elements, but many experts argue there has to be an effort to exclude preferences and adopt randomization. Fedor theory used in siting a hazardous waste process plant in U.S, first step was to list places with geographical advantage in terms of human habitants and agricultural facilities. Next step was, possibility of the local state accepting the incentive due to suffering employment rate or industries, then finally based on random calculation it narrowed down the list.
Summary – Even though we are never involved in those decisions, it is extremely important to know what mechanism is used to ensure fair use of public resources and the role of market incentive involvement. Especially in a cluttered era where everyone is fighting for space and sharing resources, I believe this is a very important topic with room for further review and I would love to take part in your seminar to conduct research and deepen my understanding.
