- Professor Yuichiro Shimizu
Introduction to the discussion
Today’s national elections adopt an election system that combines a constituency system to make the political situation stable and a proportional representation system to reflect the will of minorities.
Currently, in the Japanese elections, the ratio of the voters to the Diet members is disproportionate for each constituency, resulting in a gap in the value of one vote, which is contrary to the principles of equality under the law and equal elections.
Moreover, it is also a problem that the value of one vote in the region tends to be low in urban areas and high in local areas, and as a result, the policies tend to be preferential to local areas.
Finding the problem
Then, how was the current election system examined and how was it created?
Argument
In Japan, the constitution was based on Germany (Prussia) and the parliamentary system was based on the United Kingdom, whereas the election system did not have a specific model. But it is said that by widely searching the electoral systems of foreign countries, it was made in consideration of the situation in Japan at the time of the early Meiji period.
Despite the fact that the constituency is a part of the system that regulates democracy, the content that stipulated the details of the constituency was not deliberated in the Japanese Privy Council, which established the election law. Rather, it was the local secretaries who had long faced the Freedom and Civil Rights Movement.
This meaning and influence is an issue that cannot be overlooked in thinking about the central and local, the representation system and democracy.
Conclusion
Therefore, I would like to delve into the meaning and influence of the fact that local secretaries set up constituencies under the election law at that time.
Examining the conclusion
By studying with Professor Yuichiro Shimizu, who is doing research using Japanese political history and oral history, I am sure that I could obtain various perspectives regarding my research and it would open up new horizons for me.
Therefore, I believe that Keio University’s Faculty of Policy Management is the most suitable place for pursuing my research and social contributions, and I am aspiring to enter your school and study in your laboratory.
