Currently, in the Japanese elections, the ratio of the voters to the Diet members is disproportionate for each constituency, resulting in a gap in the value of one vote, which is contrary to the principles of equality under the law and equal elections.

Moreover, it is also a problem that the value of one vote in the region tends to be low in urban areas and high in local areas, and as a result, the policies tend to be preferential to local areas.

In Japan, the constitution was based on Germany (Prussia) and the parliamentary system was based on the United Kingdom, whereas the election system did not have a specific model. But it is said that by widely searching the electoral systems of foreign countries, it was made in consideration of the situation in Japan at the time of the early Meiji period.

Despite the fact that the constituency is a part of the system that regulates democracy, the content that stipulated the details of the constituency was not deliberated in the Japanese Privy Council, which established the election law.
