Today’s national elections adopt an election system that combines a constituency system to make the political situation stable and a proportional representation system to reflect the will of minorities.

Currently, in the Japanese elections, the ratio of the voters to the Diet members is disproportionate for each constituency, resulting in a gap in the value of one vote, which is contrary to the principles of equality under the law and equal elections.

Moreover, it is also a problem that the value of one vote in the region tends to be low in urban areas and high in local areas, and as a result, the policies tend to be preferential to local areas.
