The Great East Japan Earthquake on March 11, 2011 was an opportunity for each citizen to think about disaster prevention and mitigation.
For quick and smooth disaster countermeasures and support for victims, it is necessary to obtain, analyze and share information quickly and accurately.
However, the actual disaster-stricken areas are usually in shortage of information or are confused due to uncertain information.
Moreover, despite the sophistication and widespread use of IT (information technology) and ICT (information and communication technology), the information lifeline that links devastated areas and government agencies is still a voice call and wireless communication from the government office to the residents in the disaster areas.
In order to solve such problems of lack of information and bottlenecks of communication means, it is necessary to drastically introduce the latest technologies such as IT, ICT, AI (artificial intelligence) by national policy.

In other words, rather than idealism and human-wave tactics, attempts to solve this problem with human wisdom and technology are expected.
Argument
In order to use the Internet for disaster prevention and mitigation as an all-Japan effort, it is necessary to make information distribution channels intelligent, such as the establishment of a cross-organizational information sharing system and the networking of public and private information systems.
In today’s society where smartphones are widely and deeply penetrated into everyday life, it is best to take measures against disasters by using smartphones as information terminals to investigate disaster prevention and mitigation.
Furthermore, when AI is used for disaster countermeasures, in addition to collecting and analyzing information, it is also possible to make the command system intelligent, including automatic generation and transmission of evacuation guidance programs according to the scale and scope of the disaster.
Conclusion
Therefore, with the aim of creating innovations in advanced technologies such as IT, ICT, and AI in the field of disaster prevention and mitigation in the future and implementing them in society, I would like to deepen my research on how to utilize the combined measure of Internet, media, and AI for disaster prevention and mitigation.

By studying with Associate Professor Shingo Yamaguchi, who is a former bureaucrat of the Ministry of Internal Affairs and Communications specializing in information and communication policies, and has a track record of launching a cyber disaster prevention consortium for the purpose of coordinating policy recommendations for disaster prevention and mitigation, I am sure that I could obtain various perspectives regarding my research and it would open up new horizons for me.
